The global offshore wind market will be firmly focused on the attempted zero-subsidy tender for the 700MW Hollandse Kust developments in the Netherlands next month. Many expect to see no such offers. But renewable energy auctions consistently throw up surprises, and often defy logic. A zero-subsidy offer, while unlikely, cannot be completely discounted
